Schools urged to develop ILPs for Students with Disabilities

6,735 students with disabilities attended schools during the 2025–2026 academic year, of whom 1,267 studied under Individual Learning Plans (ILPs), according to education authorities.

Under Order No. A/81 issued by the Minister of Education in 2024, schools have been implementing regulations and guidelines for developing individual learning plans over the past two years. The General Authority for Education has now instructed schools to promptly prepare and approve ILPs for the 2026–2027 academic year.

In accordance with the relevant regulations and guidelines, schools are required to develop individual learning plans for students with diverse learning needs based on the opinions and consent of their parents, guardians or caregivers. The plans are to be implemented with the active participation and support of families.

Individual learning plans are also to be developed for children with disabilities who attend kindergartens, ensuring that their educational needs are addressed from an early age. Individualized education is designed to provide educational services tailored to each child’s specific needs, taking into account the type and severity of their disability, stage of illness, learning abilities and other individual differences.

The approach is intended to ensure that students with disabilities and other diverse learning needs receive appropriate educational support and have greater opportunities to participate meaningfully in the mainstream education system.
