Grazing livestock in prohibited zones to be fined

The Capital City’s Citizens’ Representative Khural officially declared zones where livestock husbandry is prohibited under Resolution IX of 2024. According to the resolution, all areas within the central districts of Bayangol, Chingeltei, and Sukhbaatar are designated as no-livestock zones. Additionally, most areas of Bayanzurkh, Khan-Uul, and Songinokhairkhan districts—excluding Gachuurt, Khonkhor, Jargalant, Emeelt, Tuul, and Ulziit areas—are covered by the restriction. The ban also applies to residential zones in the capital city’s three outlying districts, as well as areas surrounding Bogd Khaan Mountain.

Despite the restrictions, recent public complaints have reported horses grazing in the city center and other prohibited areas. In response, Governor of the Capital City and Mayor of Ulaanbaatar Kh.Nyambaatar stated that livestock, particularly horses, are being tracked with chips, yet residents continue to let them graze in banned zones. He warned that this has led to city streets and public spaces becoming littered with horse manure.

“Allowing livestock to graze within the city poses serious risks, including contamination of public spaces, destruction of green areas, traffic accidents, and the spread of infectious and highly contagious diseases,” the mayor said. He further announced that starting from November 1, all livestock found grazing in prohibited areas will be rounded up and relocated to a feeding enclosure managed by the Police Department in the 21st khoroo of Songinokhairkhan District. Owners will be fined and required to pay the cost of daily feed when retrieving their livestock.

Meanwhile, D.Amgalan, Head of the Capital City Governor’s Office, stated that the mayor has instructed relevant agencies and district authorities to strictly enforce the law. Under the Law on Infringement, individuals who allow their livestock to enter restricted zones will face a fine of 1 million MNT, while legal entities may be fined up to 10 million MNT. He added that violations remain common, particularly in the six central districts and in protected areas such as Bogd Khaan Mountain and the National Park.
