Upgraded vehicle inspection system to strengthen safety

Mongolia has opened an advanced vehicle technical inspection line at the Songinokhairkhan Technical Inspection Centre as part of a 13 million USD project to strengthen vehicle inspection capacity, improve road safety and reduce environmental pollution caused by motor vehicles. The project is being jointly implemented by the Ministry of Road and Transportation, the state-owned National Center for Road Transportation, the Korea International Cooperation Agency (KOICA), the Korea Transport Institute and the Korea Road Traffic Authority.

Under the initiative, Mongolia is gradually developing a new information system for vehicle registration and technical inspections, upgrading inspection equipment and providing professional training for personnel in the transportation sector. The project is designed to modernize the country’s vehicle inspection infrastructure and improve the accuracy and efficiency of technical assessments.

The newly opened inspection line is a key component of these efforts. Equipped with advanced digital technology, it enables inspectors to assess vehicles’ technical condition, roadworthiness and exhaust emissions more quickly and accurately. The upgraded equipment and increased inspection capacity are expected to improve service quality, shorten inspection times and reduce inconvenience for motorists.

The project will continue through 2027 and focuses on five main areas to bring Mongolia’s road safety standards closer to international benchmarks. The first involves developing strategies and recommendations to strengthen road safety and improve the relevant legal framework. The second focuses on upgrading information infrastructure for vehicle registration and technical inspections and establishing an intelligent vehicle management system to improve the administration of vehicle-related data.

The third area covers improving the buildings, facilities and operating environments of technical inspection centres in line with international standards. The fourth involves introducing advanced equipment capable of examining vehicle condition, exhaust emissions and braking systems with greater precision. The fifth focuses on strengthening the professional capacity of engineers, technical specialists and officials through short- and long-term training programmes based on South Korea’s experience.

Once fully implemented, the project is expected to improve the technical condition of vehicles operating on roads in Ulaanbaatar and rural areas. More accurate inspections could help identify potentially dangerous mechanical defects before they contribute to road traffic accidents, improving safety for drivers, passengers and other road users. The initiative also aims to address the environmental impact of ageing vehicles. By improving the assessment of exhaust emissions and strengthening technical oversight, the upgraded inspection system is expected to contribute to lower vehicle-related air pollution.
