Teacher salary reform addressed

Prime Minister N.Uchral visited public school No.39 in the capital city and held a meeting with teachers and school staff to discuss current challenges in the education sector, including salary reform, workload, and digital transformation initiatives.

During the visit, it was noted that since the beginning of the year, salaries for young teachers have increased by approximately 35 percent. English teacher A.Norovtseren from School No. 39 shared that her salary had risen by 29 percent, although she continues to work overtime in order to receive additional pay incentives. However, teachers raised concerns regarding Government Resolutions No.53 and 225, stating that existing regulations have created difficulties in accessing mortgage loans, as their official income is not fully recognized by financial institutions. They also highlighted unclear salary structures, particularly the separation between “position salary” and “base salary,” and the lack of transparency in calculating bonuses, allowances, and per-student variable costs.

In response, Prime Minister N.Uchral instructed Minister of Education L.Enkh-Amgalan to present solutions at the next cabinet meeting. He emphasized the need to unify salary systems in the education sector, eliminate inconsistencies between salary classifications, and ensure that additional compensation and incentive payments are calculated based on actual increased salaries.

The prime minister also reaffirmed the government’s strong support for the national initiative “Free Every Mongolian Child from Knowledge Lag,” stressing that improving teacher salaries and working conditions is central to achieving educational equality. He noted that policy focus will be placed not only on expanding school infrastructure, but also on improving the income, motivation, and social security of existing teachers.

During the visit, attention was also given to the school’s progress in digital education. Secondary School No. 39 has been developed as a Google reference school aligned with global education standards. Over a three-month training period, 106 teachers obtained Google intermediate-level certification, while 66 teachers achieved advanced-level international certification, including Google Certified Educator and Gemini Educator qualifications.

Prime Minister N.Uchral and Minister L.Enkh-Amgalan formally presented certification documents to the teachers, recognizing their achievement. These educators are expected to share their expertise with peers nationally and integrate modern teaching methods into classroom practice. As part of the next phase of the initiative, 570 portable computers will be provided to students, enabling broader access to digital tools and artificial intelligence-supported learning.

The government stated that this initiative aims to promote blended learning and modernize education delivery, ensuring that students are equipped with globally competitive digital skills. The prime minister concluded by reaffirming the government’s commitment to reducing administrative burdens on teachers, improving education quality, and ensuring equal learning opportunities for all children.
