Parents to be held accountable for minors using electric vehicles

New legal regulations aimed at protecting the lives and health of children and young people in relation to electric scooters, mopeds, and other two-wheeled vehicles will come into force starting on April 10. The measures introduce stricter controls and clearer accountability in response to a growing number of safety concerns linked to underage use.

Under the updated rules, rental services will be prohibited from providing electric scooters or mopeds to individuals under the age of 16. To ensure effective enforcement, service providers will integrate their systems with the national E-Mongolia platform, enabling real-time verification of users’ age and identity.

Significantly, parents and legal guardians will bear legal responsibility if minors are found using such vehicles. If a parent logs into the E-Mongolia system under their own account to rent a scooter for a child, or purchases one for underage use, they may face a fine of 100 units (100,000 MNT) under the Law on Infringement. In addition, authorities may temporarily confiscate or impound the vehicle. In more serious cases, legal guardians could be fined up to 400 units (400,000 MNT).

The regulations also extend to higher-powered vehicles. If a minor is found operating a motorcycle classified under Category A; whether electric or gasoline-powered; on public roads, parents will likewise be held accountable.

Relevant authorities emphasize that these measures are designed not only to enhance child safety but also to strengthen road traffic oversight and curb unlawful usage. Officials have called on parents and guardians to act responsibly and cooperate in ensuring that children do not engage in potentially dangerous road activities before reaching the legally permitted age.
