Prime Minister G.Zandanshatar has officially presented to the parliament his decision to appoint Member of Parliament B.Enkhbayar as a member of the Cabinet and Minister of Justice and Home Affairs, in accordance with Article 39, Section 4 of the Constitution of Mongolia and Subsection 23.1.2 of the Law on the Government of Mongolia. The decision has also been formally submitted to the president.
The PM highlighted B.Enkhbayar’s extensive experience, noting that he has 27 years of public service, including roles as Deputy Minister of Justice and Home Affairs from 2016 to 2018 and Minister of Justice and Home Affairs from 2023 to 2024. With more than two decades of experience in legal affairs, B.Enkhbayar is recognized as a highly skilled professional and a courageous politician capable of upholding public trust.
Prime Minister G.Zandanshatar emphasized that his appointment decision is made under the special authority granted by the Constitution, expressing confidence that a fully staffed government will effectively implement its action plan and fulfill key responsibilities with the support of both the people and parliament.
“The government will act firmly against the theft of national resources, including coal, and ensure that any violations of the law are held accountable. The struggle for Mongolia, the owner of its wealth, continues. May law and truth prevail, not theft and lies,” the PM stated.
In accordance with the Constitution, a government member must take an oath before the parliament for their appointment to become effective. B.Enkhbayar has now taken this oath, officially assuming the role.The move also follows the decision to relieve L.Munkhbaatar from the duties of Minister of Justice and Home Affairs.
During the parliamentary presentation, Prime Minister G.Zandanshatar stressed the importance of addressing urgent social and economic issues, including fuel availability, salaries, pensions, and winter preparations, noting that recent political uncertainties have complicated these efforts. He reiterated that government reforms in the legal and justice systems aim to reduce the shadow economy, prevent corruption, and combat theft of public resources.
B.Enkhbayar’s appointment comes at a critical time, coinciding with the submission of the 2026 budget draft and the draft resolution for introducing the Bortee deposit of the Tavantolgoi group into economic circulation. The premier noted that, if approved, these measures will allow for salary increases for doctors and teachers, higher pensions, and the resolution of other pressing social and economic issues.
Prime Minister G.Zandanshatar concluded by reaffirming his confidence that the government, parliament, and citizens will work together to implement policies in the public interest, not for political or private gains, emphasizing that transparent governance and strict oversight will remain a priority.
