‘Silent Trust’ hotline to prevent violence and bullying

In accordance with Subsection 23.2.3 of the Law on Children Protection, which mandates the establishment of open channels for receiving complaints and reports related to violence and peer bullying, the General Authority for Education is preparing to launch the “Silent Trust” hotline. The initiative aims to provide children and adolescents with a confidential, reliable platform to report incidents and cases of abuse, misconduct, or peer harassment within educational environments.

As part of the preparatory process, the authority conducted a comprehensive study to determine the most effective and accessible approach for the hotline, taking into account the unique needs, developmental characteristics, and safety requirements of adolescents. Following the research, the General Authority for Education engaged with major mobile operators—including Mobicom, Unitel, Skytel, and G-Mobile—to discuss collaboration, propose services, and design an implementation plan that ensures both accessibility and confidentiality.

The hotline will be made available across a wide range of educational settings, including schools, lifelong learning centers, religious schools, and dormitories, with the aim of creating environments that minimize children’s exposure to crime, misconduct, violence, and peer bullying. Mobile operators’ proposed services will first be piloted in selected institutions, and the results will guide the nationwide rollout of the service.

Experts emphasize that the “Silent Trust” channel will allow schools to securely collect information on incidents of child abuse, misconduct, or bullying, ensuring high confidentiality while providing a trusted source of information. By doing so, authorities and educators will be able to respond promptly with appropriate measures, prevent further harm, and provide timely support to affected children.

The initiative is expected to strengthen child safety in learning environments and promote a culture of trust, encouraging students to speak up without fear of judgment or retaliation. By combining the efforts of educational institutions, mobile service providers, and child protection authorities, the program aims to uphold children’s rights to safety, dignity, and well-being while building a stronger, more protective environment across the country.

With “Silent Trust”, Mongolia takes a significant step forward in empowering children and adolescents to report abuse safely, supporting their mental and physical well-being, and fostering safer, more supportive educational spaces.
