The first stage of kindergarten enrollment in Ulaanbaatar has been completed, with the digital registration and placement of more than 109,000 children finalized. This year marks a turning point as the entire process was carried out digitally, saving enormous amounts of paper and resources while simplifying procedures for both parents and educational institutions.
The initiative was made possible through cooperation among the Ministry of Education, the General Authority for Education, the Education Evaluation Center, E-Mongolia, the Department of Education of the Capital City, and more than 300 kindergartens. Using the E-Geree unified digital documentation system, over 110,000 contracts were signed online, a move that is estimated to have saved 1.26 million sheets of paper, 12.6 million liters of water, and the equivalent of 105 mature trees. Officials highlighted that this shift represents not only a practical solution for enrollment but also an environmentally friendly innovation that aligns with Mongolia’s green development goals.
For parents and guardians, the process has become far more efficient. Instead of visiting the kindergarten in person, standing in lines, and dealing with paperwork, they can now confirm their child’s placement and sign the agreement digitally through the E-Mongolia platform. The system allows them to read the contract, sign it directly on their phone screen, provide the required information, make a small payment via QPay, and instantly confirm the agreement. Once completed, the document is stored digitally and can be accessed at any time, offering convenience and transparency that was previously unavailable.
Kindergarten directors and teachers have also welcomed the change. In the past, each child’s multi-page agreement had to be printed in several copies, signed, copied again, and filed away in bulky folders. Now, contracts can be verified and stored with a single digital confirmation, while searches, downloads, and internal record management take only seconds. The system even extends to employment agreements, official orders, and regulatory documents, reducing the burden of daily paperwork for staff.
By moving to digital enrollment and documentation, Ulaanbaatar’s kindergartens are positioning themselves as “Green Kindergartens”, reducing waste and embracing environmentally responsible practices. Authorities note that in the coming years, the education sector aims to become fully paperless, a pioneering step that contributes to the broader “Vision-2050” national development strategy.
