Online performance evaluation for teachers underway

In a major step toward modernizing its education quality assessment system, Mongolia has launched a nationwide online performance evaluation for teachers. The assessment, which officially began on May 12, will run through May 23 and is being conducted entirely via a digital platform—marking a significant shift from the traditional paper-based approach used in previous years.

For the first time, students are taking part in the evaluation through an online system. Due to limitations in digital infrastructure and access to digital devices, the number of participants per teacher is capped at 40 students, who will be selected through a random sampling process. This method is designed to ensure a fair and representative evaluation of each teacher’s performance.

The core objective of the assessment is to evaluate how effectively teachers are delivering the national curriculum and contributing to student academic achievement. A key component of the evaluation includes data on curriculum implementation progress and student learning outcomes. Traditionally, performance evaluations also gather feedback from students, colleagues, and parents through structured surveys. However, this year, feedback from parents will not be used to assess individual teachers. Instead, parents will provide input on the overall performance and environment of the school their child attends.

Launched in 2022, this annual teacher performance evaluation now includes over 30,000 educators from across the country, encompassing schools in the capital city, provincial centers, and soums. The initiative categorizes teachers by location—urban, provincial, and rural—to ensure that contextual factors are considered when analyzing results. Teachers who achieve high scores in the evaluation are eligible for performance-based bonuses of up to 40 percent of their monthly salary. This incentive system is part of broader efforts to recognize and reward professional excellence within the education sector.

Education officials emphasize that this digital transformation not only increases transparency and efficiency in evaluating teaching performance but also plays a vital role in strengthening the overall quality of education in Mongolia. The Ministry of Education continues to invest in the digital infrastructure needed to support such reforms, aiming to make data-driven decisions that support student learning and teacher development nationwide.
