Prime Minister N.Uchral is visiting Uvurkhangai Province, where he announced plans to secure funding for the construction of a heating plant in Arvaikheer under the 2027 state budget and accelerate the project through a public-private partnership.
The Arvaikheer heating plant project is currently 45 percent complete, but construction has been fully suspended for the past year. The government plans to address its financing as part of the 2027 budget and resume construction through cooperation between the public and private sectors. The government also plans to use dividend payments it receives from the Oyu Tolgoi project to fully complete heating plant projects in nine provinces. Meanwhile, funding for the capital's sixth thermal power plant is expected to be divided between the state and private sectors, with 30 percent financed through the state budget, including Oyu Tolgoi dividend revenues, and the remaining 70 percent provided by private investors.
Prime Minister N.Uchral said the government expects the country's energy challenges to be comprehensively addressed once the 2027 state budget is approved. He added that construction of the heating plant in Arkhangai Province, which has yet to begin, will also be pursued through a public-private partnership. The government has additionally launched Mongolia's first open renewable energy auction covering five provinces. Private-sector developers are working to bring battery energy storage systems and solar power plants online by December this year, ahead of next winter's peak electricity demand.
Among these projects is a 50-megawatt solar power plant in Kharkhorin, Uvurkhangai Province. Local authorities reported that construction of the project is currently 45 percent complete. Prime Minister N.Uchral emphasized that the government's proposed amendments to the 2026 state budget and the framework for the 2027 budget are focused on advancing major development projects, delivering tangible results, and addressing Mongolia's energy needs.
During his visit, the premier also handed over newly allocated ambulances to several rural health centers using funding from the state budget. Ambulances were provided to health centers in Nariin teel, Guchin-Us and Zuunbayan-Ulaan soums of Uvurkhangai Province, as well as Shargaljuut soum in Bayankhongor Province and Khashaat soum in Arkhangai Province. A vehicle was also allocated to the Governor's Office of Khujirt soum in Uvurkhangai Province.
PM wished healthcare workers continued success in their work and expressed confidence that the new vehicles would strengthen the capacity of rural health facilities to provide emergency medical services. He said the vehicles would also help improve the accessibility, speed and safety of healthcare services for residents in remote areas.
