Can EVs free us from fuel dependency?

Mongolians know the drill by heart. Fuel shortages strike, queues stretch down the block, and prices creep upward with each passing hour. Over the past month, this familiar scene has played out again as petrol rationed by odd and even license plate numbers, a cap of 50,000 MNT set per vehicle, and citizens left to burn their afternoons waiting rather than getting on with their lives. For a country that spends an average of 2.4 billion USD a year importing gasoline and diesel, these episodes are more than a seasonal headache. They are a stark reminder of just how exposed the country’s energy security is, and how little it takes to bring the system to its knees. 

Enter the electric vehicle (EV), long touted as one of the more promising paths off this treadmill of import dependence. Experts note that charging, maintenance and day-to-day running costs can come in three to five times lower than for a conventional combustion engine vehicle, a gap wide enough to turn heads even among skeptics. But before Mongolia gets too far ahead of itself, a harder question deserves asking: are we simply trading one dependence for another? 

Swapping the petrol tank for a battery pack will not, on its own, sever the country’s energy ties to the outside world. The promise of EVs only holds if the electricity charging them comes from reliable, domestic sources built to keep pace with demand. Put plainly, going electric is not simply a matter of changing what is parked in the driveway. It calls for rethinking the energy system from the ground up.  

The government has set its sights on 30,000 EVs on Mongolian roads by 2030, a target ambitious by any measure. As part of the country’s COP17 commitments, the recently commissioned Green Station in Ulaanbaatar, capable of charging 10 vehicles simultaneously, marks an early and welcome step toward building out that infrastructure.

However, the question looms large: has Mongolia actually laid the groundwork, in energy generation and in infrastructure, to keep thousands of vehicles charged and running through the depths of winter, when demand on the grid is already stretched thin? Until that question is answered with more than good intentions, the EV may remain a solution still waiting for the system to catch up with it.

27 charging stations in capital 

The numbers tell a story of rapid, if still modest, growth. The nation counted barely 100 registered EVs in 2020. Just five years later, that figure stands at 2,850, a nearly 30-fold increase that would be the envy of markets many times Mongolia’s size. Roughly 87 percent of the country’s EV fleet is concentrated in Ulaanbaatar alone, split between some 520 hybrids and more than 2,000 fully electric models humming along the capital’s streets. It is a striking rate of expansion for such a short span of years, the kind of curve that makes headlines and fuels optimism. But set against the country’s total vehicle fleet of several hundred thousand, EVs remain little more than a drop in the bucket, a promising start rather than a transformation already underway. 

And as their numbers climb, so too will the pressure on charging infrastructure, a strain the system is not yet built to absorb. The capital currently has just 27 charging points scattered across a city of 1.5 million people, the bulk of them built and maintained by private companies rather than the state, springing up wherever enterprising businesses have spotted an opportunity rather than according to any coordinated master plan. The government has floated plans to roll out further green stations and expand the network in the years ahead, but ambition on paper is one thing and results on the ground are quite another, and it remains an open question whether the follow-through will match the rhetoric.

Bringing EVs into genuine everyday use will require a charging network woven into the very fabric of ordinary life, not bolted on as a hasty afterthought once the cars are already on the road. That means charging points tucked into residential courtyards where families park overnight, installed at workplaces where vehicles sit idle through the working day, built into shopping centre car parks where errands provide a natural window to top up, and scattered across public parking lots for those without a dedicated spot of their own. Building the fleet first and the infrastructure later is putting the cart before the horse, a recipe for stranded drivers and disillusioned early adopters. The far more rational path, and the one that most countries which have successfully scaled EV adoption have followed, is to grow the vehicle fleet and the charging network hand in hand, each step calibrated to the other rather than one racing ahead while the other struggles to catch up.

Then there is the small matter of Mongolia’s climate, arguably the single greatest obstacle standing between the country and widespread EV adoption, and one that no amount of enthusiasm can simply wish away. Winter temperatures in Ulaanbaatar routinely plunge to minus 30 or even minus 40 degrees Celsius, conditions harsh enough to test the limits of any battery chemistry currently on the market. A World Bank study found that in climates this severe, an EV’s capacity and range can drop by 40 to 50 percent, a reduction steep enough to turn a confident daily commute into a nerve-wracking gamble. A car rated for 400 kilometers on a single charge in the warmth of summer risks running dry after barely 200 kilometers once the mercury falls, as plunging temperatures sap battery performance, slow the chemical reactions that store and release energy, and quietly eat into the range drivers had counted on. 

This makes it all the more pressing to establish technical standards tailored specifically to Mongolia’s climate, rather than leaning on manufacturers’ general specifications drawn up with milder markets in mind. If consumers are given transparent, locally verified information on battery warranties under Mongolian conditions, realistic cold-weather range, and actual power consumption through the winter months, they will be far better equipped to make informed choices rather than discovering the hard way that the numbers on the sales brochure do not survive first contact with the winter. Expanding the availability of heated parking, which helps preserve battery performance overnight, and investing in fast-charging points capable of delivering a meaningful top-up in cold weather should go hand in hand with that effort, forming the backbone of any serious cold-climate EV strategy.

But the challenge does not stop at the vehicles themselves, however sophisticated their engineering. Do we have an energy supply reliable enough to keep an entire fleet charged through the depths of winter, all while keeping the lights on, homes heated and hospitals running elsewhere? The honest answer, uncomfortable as it may be, is that Mongolia’s energy system is already stretched thin during peak winter loads, straining at the seams even before a single additional EV is plugged in. It is a sobering, almost tragic thought that many citizens already lie awake wondering whether they will make it through the night with the power still on, let alone whether the grid could spare enough to charge a fleet of electric vehicles on top of everything else. With the central region’s grid leaning heavily on imported electricity to begin with, connecting thousands of EVs to that same grid simultaneously risks pushing an already burdened system past its breaking point, trading one form of import dependence for another dressed up in cleaner clothing. The shift to EVs, in other words, cannot be planned in isolation from the broader direction of national energy policy. The two must move together, or not at all.

As the EV fleet expands, generation capacity and the transmission and distribution networks that carry that power to homes and charging points must expand in tandem, step for step, rather than as an afterthought bolted onto a grid designed for a different era. Pairing solar and wind power with battery storage systems, which can bank surplus energy generated during sunny or windy stretches for use when it is needed most, alongside smart tariffs that encourage charging during off-peak hours such as overnight when demand elsewhere on the grid eases, would go a long way toward taking the sting out of that strain. Handled well, and with the right policy scaffolding in place, EVs need not become just another drain on an already stretched grid. They could instead become part of the solution itself, helping to smooth out daily demand, soak up surplus renewable generation, and flexibly manage the load rather than simply adding to its peaks. 

A long-term policy is needed beyond discounts 

It would be unfair to say the country has done nothing to encourage the shift. Exemptions from customs and value-added taxes, reduced road tolls and the lifting of license plate restrictions for EV owners have all played a genuine role in nudging consumption upward, and the growth figures cited earlier are proof that these incentives have not fallen on deaf ears. But supporting car imports alone will only get the country so far down the road. A transition of this scale cannot be won by subsidising the demand side while leaving the supply side to sort itself out.

Therefore, Mongolia needs a unified technical standard for charging points, one that applies consistently whether the charger sits in a public parking lot or a private garage. That standard should be built directly into the design of new housing, office buildings and commercial facilities from the ground up, rather than retrofitted as a costly afterthought once construction is already complete. None of this can be done in a vacuum, either. It has to be coordinated closely with the development of new energy generation and distribution networks, so that the country is not left building charging points the grid cannot actually support.

Import quality and safety controls also deserve far closer scrutiny than they currently receive. China remains Mongolia’s principal supplier of EVs, and in recent years, as the country’s own Market Regulation Authority has tightened its safety requirements, household names such as Tesla, BYD and Nio have recalled millions of vehicles worldwide over software glitches, brake system defects and fire risks. If these are the kinds of issues surfacing even in markets with robust regulatory oversight, Mongolia has every reason to ask hard questions about what is crossing its own border. Substandard vehicles cannot be allowed to find a back door into the domestic market simply because enforcement is thin. What is needed instead is a rigorous set of technical requirements calibrated to Mongolia’s brutal winters, transparent disclosure to consumers and a dependable maintenance and servicing framework that gives buyers confidence their vehicle will actually be looked after once the novelty wears off.

There is a second, quieter problem lurking just over the horizon: what happens to all those batteries once they reach the end of their working life. As the EV fleet grows, so will the mountain of discarded lithium batteries, and without a comprehensive system in place now for collecting, reusing and safely disposing of them, Mongolia risks trading one environmental headache for another far more intractable one down the line. This is not a problem that can be deferred to some future government. It needs planning today, while the fleet is still small enough that the country can get ahead of the curve rather than scrambling to catch up.

Nor can this remain solely a capital city story. Concentrating EV use in Ulaanbaatar alone is, at best, a stopgap, not a long-term solution for a country as vast and dispersed as Mongolia. Charging infrastructure in the countryside remains thin on the ground, and plans to establish Green Stations along the national highway network are still more aspiration than reality. A phased rollout of charging points connecting cities, provinces and soums is not a nice-to-have. It is a basic precondition for EVs to mean anything beyond the capital’s ring road.

In the end, Mongolia’s success with EVs will not be measured by a single headline figure. It will hinge on where the electricity powering those vehicles actually comes from, how dependably they perform through the long winter months, and how easily drivers, whether in Ulaanbaatar or out in the countryside, can find a place to plug in. Fixating on the target of 30,000 EVs by 2030 risks missing the forest for the trees. What matters far more is building a comprehensive foundation of energy generation, infrastructure and legal groundwork that can support reliable charging at scale. EVs, in the end, are not the exit ramp from Mongolia’s energy crisis. But if paired with a genuine modernisation of the country’s energy system, they could mark a significant stride toward loosening its grip on imported fuel, a goal worth pursuing, even if the road there runs through winters as unforgiving as Mongolia’s own.
