The Office of the Deputy Prime Minister and the Government Procurement Agency have announced a tender for consulting services aimed at addressing overlaps and gaps in the legal provisions of the Law on Transparency of Public Information and the Law on Personal Data Protection, as well as improving their regulatory framework.

The estimated cost of the tender is 312 million MNT. Some lawyers have criticised the amount on social media, saying it is excessive for a study of overlaps, gaps and inconsistencies between the two laws. Lawyer P.Battulga said the tender was announced on August 20, the same day the government submitted its draft law on the 2026 budget revision to parliament. “At a time when there is a need to cut and revise the budget, it would be more appropriate to suspend such a high-cost tender,” the lawyer said.

The tender is scheduled to be opened on September 17. According to open tender information published on the government’s online procurement system, a legal consulting service announced on July 2 to analyse legislation related to electricity exports, study international practices and develop recommendations has a total estimated cost of 96.4 million MNT. This is less than one-third of the cost of the latest consulting tender. Meanwhile, some sources reported that the estimated costs of at least three legal consulting tenders listed on the online procurement system exceed 500 million MNT.
