Audit finds 92.4 billion MNT in irregularities

An audit of the 2025 consolidated financial statements and budget execution of organisations under the Ministry of Health identified irregularities totaling 92.4 billion MNT. Most were related to healthcare service claims. Auditors found that revenues deducted through quality and payment controls from claims submitted through the electronic health insurance system had not been fully transferred.

Following the audit, several financial indicators improved. In 2025, health organisations’ receivables fell by 55 billion MNT and liabilities by 25.8 MNT billion from the previous year, while the number of organisations receiving unqualified audit opinions increased.

However, further action is needed to fully implement audit decisions and address overdue or unimplemented requirements and recommendations. The ministry and the National Audit Office held a meeting on August 19 to discuss common audit findings and corrective measures, in which 416 officials participated in person and online.
