Deputy Prime Minister and Chairman of the State Emergency Commission N.Nomtoibayar visited Zuunmod soum of Tuv Province, to review the implementation of national emergency preparedness measures and assess the province's readiness for the upcoming winter season.

The working visit included Brigadier General Ts.Ganzorig, First Deputy Chief and Chief of Staff of the National Emergency Management Agency (NEMA), and Colonel T.Bayarkhuu, Secretary of the State Emergency Commission.

During the visit, the delegation met with Tuv Province's leadership and government officials to review progress, discuss winter preparedness, and identify pressing challenges. Several issues were resolved on-site in coordination with the relevant ministries.

Provincial authorities reported that preparations for the winter season are being actively implemented. In cooperation with private sector partners, Tuv Province is organizing the procurement and storage of more than 1,300 tonnes of hay, animal feed, and bran to support livestock during the harsh winter months.

Repair and modernization work is also continuing on heating boilers, thermal power facilities, schools, kindergartens, and other public infrastructure throughout the province.

Construction of 30 MW thermal power plant to be accelerated 

Officials reported that implementation of Order No. 3 of the Chairman of the State Emergency Commission has reached 80 percent in Tuv Province. As part of the implementation process, inspection teams conducted monitoring and compliance checks in 15 soums, identifying 12 violations. Of these, 10 were rectified immediately, while authorities imposed administrative fines totaling 78.5 million MNT for remaining violations.

During the meeting, provincial officials presented several priority issues requiring support from central government ministries. The delegation agreed to accelerate work in several areas, including speeding up construction and commissioning of the 30 MW thermal power plant being financed through the state budget in cooperation with the Ministry of Energy, coordinating with the General Authority for Archives to begin construction of the planned four-lane road to the Khushigt Valley, exploring private sector participation in expanding agricultural warehouse and storage capacity, expediting procurement of vaccines for the prevention of foot-and-mouth disease, and ensuring the supply of 1.6 million liters of fuel required for the province's autumn harvest campaign.

During the visit, Deputy Prime Minister N.Nomtoibayar and Brigadier General Ts.Ganzorig also inspected the operations of Tuv Province's Emergency Management Department, reviewing its rescue capabilities, equipment, technical resources, and operational readiness.

According to the National Emergency Management Agency, the Deputy PM emphasized that proposed amendments to the Law on Disaster Protection and the Law on State Reserves are intended to strengthen Mongolia's emergency management sector by providing greater financial and economic independence.

He noted that the draft legislation would establish a legal framework enabling the emergency management sector to attract investment through public-private partnerships, improving its long-term sustainability while enhancing disaster preparedness and response capabilities nationwide.
