Smart grid strategy advanced

On July 6, the Council of Minister of Energy endorsed the draft Strategic Plan for Smart Energy Grids and Information Technology for 2026 through 2035, a long-term roadmap for the sector’s digital transformation.

The draft strategy was presented at the council’s meeting by B.Bolor-Erdene, Secretary of the working group responsible for preparing the energy sector’s digital transition roadmap and head of the Office of the Energy Regulatory Commission. Developed by a working group established by the Minister of Energy, the plan was deemed ready for approval through a ministerial order.

The strategy sets out the Government’s vision for introducing smart grid technologies and expanding the use of digital systems throughout the nation’s energy sector over the next decade. It aims to improve the efficiency, reliability and transparency of electricity and heating services while strengthening the sector's ability to respond to growing demand and future technological developments.

The plan outlines measures to establish a governance and institutional framework for digital transformation, strengthen cybersecurity and the resilience of critical energy infrastructure, digitalize the energy market through integrated information systems, and enhance the digital skills of the sector's workforce. It also promotes research, innovation and the adoption of new technologies while defining an implementation roadmap, financing mechanisms and the target architecture for the energy sector’s digital transition.

Among the first projects is the nationwide rollout of a meter data management system and customer software as part of the expansion of smart electricity metering. Another working group will prepare a project proposal and financing model for introducing an integrated system of smart heat meters and measurement devices in Ulaanbaatar. To begin implementation, the meeting established four working groups to prepare the core infrastructure required for the transition. The Ministry of Energy’s Policy and Planning Department was instructed to report on progress by October 1.  

The strategy is intended to serve as the foundation for modernizing the energy infrastructure by integrating digital technologies into electricity generation, transmission, distribution and consumer services through 2035.
