Member of Parliament Ts.Baatarkhuu submitted a draft resolution to Parliament in November 2025 proposing the establishment of a temporary committee to examine land allocation practices in the capital city of Ulaanbaatar.
The proposed committee will be tasked with reviewing land allocation decisions, current land use conditions, administrative errors, legal violations, and cases where land distribution has allegedly conflicted with the public interest. As the issue is scheduled for discussion during the parliamentary session, members of the Democratic Party group provided further information regarding the proposal.
MP Ts.Baatarkhuu stated that the committee would conduct a comprehensive audit of land allocation activities in Ulaanbaatar dating back to 1992, with the aim of improving land governance and preparing draft policy recommendations and potential legal amendments.
He outlined three key objectives for establishing the committee. First, he raised concerns regarding the implementation of the 2003 law on land ownership for Mongolian citizens, noting that over the past 23 years only around 20 percent of citizens, approximately one in five, have successfully obtained land. He also stated that many applicants have waited for extended periods after being told that available land reserves were exhausted.
Second, he criticized urban development in Ulaanbaatar, claiming that a significant portion of school sports grounds and public areas around healthcare facilities have been allocated for construction. He argued that this has reduced public access to safe and open spaces and questioned whether construction and urban planning laws are being properly enforced in the issuance of building permits on public land.
Third, he highlighted issues related to specially protected zones surrounding the capital, particularly in the Bogd Khaan Mountain area. He alleged that successive environment ministers and city officials have granted land-use permissions and construction rights in restricted zones, leading to legal inconsistencies and the transfer of land rights between private entities.
MP Ts.Baatarkhuu emphasized that while ordinary citizens face difficulties in acquiring land, individuals connected to political influence have allegedly violated regulations and encroached on protected areas. He stated that the proposed temporary committee aims to ensure that land allocation processes are properly regulated and conducted within the framework of the law.
