Rights of national minorities addressed

D.Tsogtbaatar, Chairman of the Standing Committee on Justice, Member of the Standing Committee on Security and Foreign Policy, and Head of the Mongolia–OSCE Parliamentary Assembly Relations Group, met with a delegation led by Christophe Kamp, the High Commissioner on National Minorities of the Organization for Security and Cooperation in Europe.

During the visit to Mongolia, the High Commissioner held meetings with representatives of national human rights organizations, ethnic minority communities, and relevant government institutions to exchange views and information on minority rights and social participation.

The OSCE High Commissioner on National Minorities works independently to promote regional and national stability, prevent tensions and rights violations, and support the protection of ethnic minority rights. The office particularly focuses on issues related to the use of native languages, access to education, and equal participation in political and social life. It also provides policy recommendations to governments and relevant stakeholders. In 2023, recommendations were issued concerning the effective social and economic participation of ethnic minorities.

Mongolia joined the OSCE in 2012 and has since implemented legal and policy measures aimed at protecting the rights and freedoms of all citizens, including ethnic minority groups such as Kazakhs and Tuvans. The country has adopted phased policies to preserve minority languages, support equal access to education, and ensure the right to vote and participate in public life without discrimination.

However, participants in the meeting noted that several challenges remain, particularly in remote areas. Limited infrastructure, shortages of qualified teachers, and difficulties in providing education in native languages continue to affect minority communities.
