The Government has introduced new financial support measures alongside regional policy initiatives aimed at developing its tourism sector and strengthening infrastructure and increasing international arrivals. In particular, the Ministry of Culture, Sport, Tourism and Youth has announced a concessional loan program with an interest rate of six percent over a six-year term to support tourism businesses.
The loans will be distributed through 10 commercial banks and will finance infrastructure projects such as hotels, tourism complexes, roadside lodging points, service centers, air transport and tourist vehicles. Depending on the purpose of the loan, borrowers will be granted a grace period on principal repayment ranging from 12 to 76 months, while loans for sectors other than air transport can reach up to 7 billion MNT.
Officials stated that a total of 250 billion MNT will be allocated this year for the program, with an additional 13 billion MNT included in the 2026 state budget to subsidize interest payments. The initiative is expected to improve service quality and expand tourism infrastructure across the country. Tourism has become an increasingly significant contributor to the country’s economy. In 2025, the nation welcomed more than 847,000 visitors, accounting for 7.8 percent of gross domestic product and representing a 16 percent increase compared to the previous year. The Government has set a target of attracting one million tourists this year.
As part of its regional development policy, Mongolia has for the first time designated 17 locations in 12 provinces as national tourism zones. The move is intended to support balanced regional growth and promote key destinations. Prime Minister G.Zandanshatar said the country is working to strengthen tourism as a pillar of the economy. He noted that policies are being implemented to support tourism entrepreneurs, develop infrastructure, improve service standards, and promote Mongolia’s natural and cultural heritage internationally. In addition, Mongolia is expected to host 14 sports events, 99 cultural tourism events and around 140 other activities, including international conferences, seminars, and exhibitions this year, which officials say will further enhance the country’s appeal to global visitors.
