Local by-elections conducted

Voting for the 2025 by-elections of the province, capital city, soum, and district Citizens' Representative Khurals was organized  on June 22. This year’s by-elections were held to fill one vacant seat each in Bayankhongor and Darkhan-Uul provinces, as well as 61 seats in 52 soums across 18 provinces. A total of 121 candidates competed for these positions.

In accordance with the Law on Elections to the Province, Capital City, Soum, and District Citizens’ Representative Khurals, eligible voters unable to vote in person including those with health conditions, individuals under detention, those mobilized for public service, or persons arrested under criminal procedures were allowed to cast their ballots through sealed mobile ballot boxes. These ballots were collected on the day before the election, June 21.

According to official data submitted to the digital election information system (www.e-election.mn) by province and soum election committees, 386 voters applied to vote via sealed mobile ballot boxes. Of those, 383 successfully cast their votes, marking a 97.2 percent turnout. In this process, at least two members of the precinct committee visited each voter’s residence, where voters marked their ballots in a mobile voting booth, sealed them in envelopes, and placed them in the portable boxes. These boxes were not opened until voting officially began this morning, at which point the seals were broken and ballots fed into vote counting machines. On June 22, voting was conducted at regular polling stations throughout the country.
